Transit cargo through Nigeria clearance is for a movement under the appropriate customs procedure, rather than an ordinary delivery that happens to cross the country. Before booking a truck, establish where the goods enter, where they leave, who is responsible for the customs movement and how completion will be documented.

Bonded cargo movement, temporary importation and re-export are related planning topics but different procedures. Using the wrong description can create a file that does not match the actual movement. Travo can discuss route coordination with the appropriate licensed clearing and transport partners, subject to confirmed availability and approval.

Which procedure describes your shipment?

SituationPlanning questionRecord to confirm
Cargo passing through NigeriaWhat customs transit arrangement covers entry to exit?Accepted movement and completion evidence
Goods moving under bondWhat authorisation and security cover the controlled movement?Bond terms, custody and discharge requirements
Equipment entering for a temporary purposeDoes it qualify for temporary admission and on what conditions?Authorisation, identification and approved deadline
Goods leaving again after entryWhat original procedure and exit treatment apply?Entry records and accepted re-export evidence
Goods sold for Nigerian domestic useIs normal import clearance required?Declaration, assessments and release

The Nigeria Customs Service Act 2023 provides the legal framework for customs-controlled procedures. Have the responsible command and licensed professional confirm the arrangement for your particular cargo. A transport invoice does not authorise a bonded or transit movement.

Plan the whole transit route before dispatch

Provide entry and exit points, collection and delivery addresses, product details and proposed dates. Ask whether every intended crossing can handle the goods and procedure. Do not assume a route is acceptable because it appears on a map or was used for a different shipment.

For multi-country road freight, identify each country’s representative and handover responsibility. A Nigeria–Togo road itinerary passes through Benin, so its controls require separate coordination. Our ECOWAS and Togo transit guide explains the distinction between regional origin and transit treatment.

Agree contingencies for a rejected document, changed crossing or delayed examination. Any change to an approved route should be reviewed through the required process before the driver acts on it.

Bonded cargo movement at a land border

Ask whether a bond or other security is required, who provides it, what liability it covers and which evidence releases it. The details depend on the approved procedure. A quoted bond amount is not automatically an ordinary service fee; confirm whether it is security, a premium, a deposit or another charge.

Define the movement’s responsible parties and authorised destination. If goods are held at a customs-controlled location, confirm that location’s status and handling permissions. Do not assume any commercial warehouse can receive goods under bond.

Travo’s warehouse fulfilment service can be discussed for suitable storage and distribution requirements, but bonded storage must be separately confirmed. Ordinary warehousing and customs-authorised bonded facilities are different arrangements.

Seals, vehicle changes and cargo custody

Record package counts, container identifiers and seal numbers where applicable. Reconcile them with the declaration and transport documents. Tell the clearing team about any planned transloading or vehicle change before the movement is approved.

If examination, damage or a transfer affects the seal or load, follow the applicable authorisation and recording process. Do not break a customs seal simply to check the goods or speed up delivery. Keep a clear record of who handled the consignment at each authorised stage.

A consolidated truck needs traceable records for each owner and consignment. Agree how an unresolved shipment affects the remaining cargo and what waiting or handling charges apply.

Temporary importation through a Nigerian land border

For project equipment, exhibition items or other proposed temporary use, explain why the goods are entering, who will use them, where they will remain and when they are expected to leave. Ask whether temporary admission is available for that purpose and what conditions apply.

Request confirmation of the required permit, security, identification details and deadline. Record serial numbers and other identifiers so entry and exit can be reconciled. Do not promise sale, transfer, disposal or extended use without reviewing the permitted treatment.

If the project schedule changes, raise the issue before the approved period ends. Ask about the lawful extension or alternative procedure; a commercial project delay does not automatically extend customs permission.

Re-export clearance and closing the file

Explain how the goods originally entered Nigeria and why they are leaving. Retain original entry documents and enough identifying information to connect the departing cargo to the relevant file. Re-exporting a shipment is not simply reversing the truck’s route.

Confirm export declarations, product requirements, counterpart-country entry and the evidence needed to close the original obligations. Do not assume delivery abroad automatically discharges a Nigerian guarantee or creates a refund entitlement. Ask the licensed professional what formal closure, remission or repayment application applies, if any.

Costs and deadlines to agree in writing

Separate declaration services, statutory payments, security arrangements, transport, handling, storage and truck waiting. Clarify refundable and non-refundable amounts and the evidence needed for reconciliation. Include any counterpart-country charges rather than treating the entire journey as one border fee.

Use our land-border clearance guide and Seme and Idiroko cargo planning guide to frame the route discussion. Ask for stage updates from document review to authorised exit and completion of obligations.

How Travo can assist

Discuss the shipment with Travo before dispatch. Ask for the proposed licensed partner and counterpart-country representatives to be named. Link the clearance scope to haulage services and international freight coordination, with responsibilities clearly separated in the quotation.

Common transit questions

Does transit mean there are no costs?

No. Confirm the applicable treatment, controls, security and service charges. A duty-suspension arrangement is not a promise of free transport or processing.

Can temporary equipment be left in Nigeria indefinitely?

Do not assume so. Confirm the authorisation conditions and seek the appropriate review before any deadline or intended use changes.
